Disclosure of Travel and Hospitality Expenses

eHealth Ontario is committed to being open and transparent with its employees and the public it serves. Further to eHealth Ontario’s commitment is our compliance with the Public Sector Expenses Review Act, 2009.

This act was implemented on November 30, 2009 and was created to strengthen and reinforce accountability, transparency and oversight of government expense claims. eHealth Ontario is subject to this act in regards to expenses claimed on or after September 1, 2009.

Who does this law apply to at eHealth?

  • every appointee by the Lieutenant Governor in Council ­— members of the board of directors;
  • the chief executive officer (CEO);
  • every member of the senior management group who reports directly to the CEO — the agency’s executive management team.

Important facts

The law:

  • requires employees in government agencies to abide by the same level of accountability and oversight that cabinet ministers and political staff must follow;
  • provides Ontario’s Integrity Commissioner (the commissioner) the legal authority to review the expense claims of senior officials who are employed by or appointed to the province’s largest agencies, boards and commissions;
  • gives the commissioner the authority to determine if the claims are allowable in accordance with standards set out in the regulation. The commissioner may require repayment of all or part of the expense, and may recommend other remedial action;
  • requires the commissioner to report annually to the Speaker of the Legislative Assembly of Ontario regarding the review of expense claims. The commissioner also has the discretion to make a public report respecting any matter related to the commissioner’s functions under the Act;
  • requires an expenses officer for each public entity who submits the expense claims of certain persons designated in the regulations to the Commissioner for review. The expenses officer is required to report back to the commissioner as to whether the expense has been repaid or the remedial action undertaken, per the commissioner’s decision.
